ProTech Fisheries Domain acquires national and international fishery management support, marine observations, environmental data collection, ecosystem studies, associated data and information services, and various impact analyses for science-based conservation and management of fishing communities.

The mission and objectives of the primary users of the ProTech-Fisheries domain are related to NOAA’s National Marine Fisheries Service (NOAA Fisheries, or NMFS) and the U.S. Fisheries that NMFS support and the important role in the nation’s economy that provide opportunities for commercial, recreational, and subsistence fishing, and sustainable seafood for the nation. Sustainably managed fisheries also contribute to a healthy and resilient ecosystem. NOAA Fisheries is responsible for the stewardship of the nation's ocean resources and their habitat. NOAA Fisheries provides vital services for the nation: productive and sustainable fisheries, safe sources of seafood, the recovery and conservation of protected resources, and healthy ecosystems.
Managing fisheries sustainably is an adaptive process that relies on sound science, innovative management approaches, effective enforcement, and meaningful partnerships. Fisheries management occurs in a dynamic environment and amid increasingly changing ocean conditions. It incorporates the entire ecosystem, including humans, into resource management decisions, giving our oceans the greatest chance to adapt and thrive. To this end, NOAA Fisheries invests in basic data gathering using cost-effective applications of “nextgen” technologies that provide near real-time, high-quality data to inform management and help maintain healthy populations of fish, protected species, and their habitat.
In turn, NOAA Fisheries works in partnership with Fishery Management Councils and many international fisheries councils, commissions and conventions to balance public interests in the sustainable use of living marine resources without compromising the long-term biological integrity of coastal and marine ecosystems. NOAA Fisheries also plays a supportive and advisory role in managing marine resources in coastal areas under state jurisdiction provides scientific and policy leadership in the international arena, and implements international conservation and management measures as appropriate.
Much of the work done by NOAA Fisheries is mandated by U.S. legislative acts, such as Magnuson – Stevens Fishery Conservation and Management Reauthorization; Marine Mammal Protection; Endangered Species; International Dolphin Conservation Protection; Antarctic Marine Living Resources Convention; National Environmental Policy; Clean Water; Oil Pollution; and Comprehensive Environmental Response, Compensation and Liability.

The Statements of Work (SOW) and Performance Work Statements (PWS) released on the ProTech website are pre-decisional and for informational purposes only. All projected acquisitions are subject to revision or cancellation. Final decisions on the extent of competition, acquisition method, estimated task order value, small business participation, or any aspect of the acquisition action will not be made until each acquisition is released by the Contracting Office. The forecast data is for planning purposes and does not represent a pre-solicitation synopsis, does not constitute an invitation for bid or request for proposal, and is not a commitment by the Government to purchase the described products and/or services. Awardees are reminded that only Contracting Officers have the authority to contractually bind the Government and authorize the release of acquisition information.

The ProTech Fisheries Domain includes six Task Areas: 1) Studies, Data Analysis, and Reports; 2) Applied Research, Engineering, Consulting, and Operations; 3) Field Sampling, Data Collection, and Surveys; 4) Training, and Program and Project Management; 5) Fisheries Management and Consultation Activities; and 6) Economic and Social Science. Note: Advanced degrees from an accredited institution and/or professional credentials from a recognized entity may be cumulatively tallied and substituted for experience. Masters and associates degrees are equivalent to two years of experience; bachelors and doctoral degrees are equivalent to four years of experience. Requirements for specialized degrees, credentials, and experience will be specified at the task order level.
