Marcelle Loveday

SSAD Division Director

Ms. Loveday is the Director of the Policy and Oversight Division (POD) of NOAA’s Acquisition and Grants Office. POD develops NOAA acquisition and grants policy and procedures and provides guidance and technical advice on contracting matters.

After spending time in local government, Ms. Loveday entered the federal acquisition workforce in 2008 as a Contract Specialist in the Department of Homeland Security’s (DHS) Acquisition Professional Career Program. In this program Ms. Loveday did rotations with the Transportation Security Administration, the Federal Emergency Management Agency (FEMA), and the Office of Procurement Operations at DHS headquarters. During these rotations she worked on programs including Secure Flight, Security Threat Assessments, and the Homeland Security Information Network.

Ms. Loveday joined the Federal Emergency Management Agency on a permanent basis in 2011 where she became the team lead for the Response division. She awarded and administered many of the evacuation contracts, including the National Medical Transport and Support Services contracts, and was the recipient of the DHS award for innovation and efficiency.

In 2014, Ms. Loveday joined NOAA as the Branch Chief for Information Technology Services responsible for the NOAALink core contracts. She then moved to the ProTech Branch and awarded the first of the contracts associated with the $3 billion acquisition.  From that assignment she was promoted to the Division’s Deputy Director and then to her current position in 2018.

Ms. Loveday graduated from Vanderbilt University in 2003 with a Bachelor of Arts in Public Policy. She received a Master of Science in Accounting from American University in 2009.
