Sean Clayton has over 15 years of federal government experience. He joined NOAA in November 2017 to solidify and continuously improve human capital programs, while mentoring and coaching individuals from diverse backgrounds to assume new leadership roles. Sean was appointed to the SES in June 2013 serving as the Chief Human Capital Officer for the National Archives and Records Administration prior to joining NOAA. Sean began his career as a Co-op Student intern with the USDA-Farm Service Agency‘s Civil Rights Office. Sean has a B.A. in Politics from Ursinus College and a Masters in Public Administration with a concentration in organizational diagnosis and change management from American University. He is also an alumnus of Harvard University’s Senior Executive Fellows program and serves as a guest lecturer at American University for its Human Resources Management seminar series.
