Director, Policy and Oversight Division

Ms. Sharma has over twelve years of experience in Federal Government Contracting. Her overall procurement experience comprises Policy, Oversight, Compliance, and Legislation across multiple Federal Agencies. She started her federal career in 2009 with the Department of Defense (DoD) as a Contract Specialist for the Defense Logistics Agency-Aviation. In 2011, she moved to the Washington D.C. area and accepted an acquisition compliance role with the United States Agency for International Development (USAID). 

Her expertise is in the area of procurement policy having worked as a Senior Procurement Policy Analyst for the Department of Veterans Affairs (VA); Department of the Interior (DOI); and the Department of Homeland Security (DHS). In these roles, Binita has served as the primary agency representative on the Civilian Agency Acquisition Council (CAAC) for six years representing federal-wide acquisition policy initiatives and updates to the Federal Acquisition Regulation (FAR).  Her subject areas of expertise include Foreign Acquisition under the Buy American Act; Trade Agreements Act (TAA); and the United States Mexico Canada Agreement (USMCA). She has also led the draft, review, and analysis of several procurement legislations incorporated into the National Defense Authorization Act (NDAA) and Homeland Procurement Reform (HOPR) Act.

She currently holds a Federal Acquisition Certification-Contracting (FAC-C) Level III and is a Certified Federal Contract Manager (CFCM) from the National Contract Management Association (NCMA) and a certified Project Management Professional (PMP) by the Project Management Institute. She holds a Bachelor's degree in Marketing from Virginia Commonwealth University and is also currently pursuing a Master’s degree in Acquisition Management from American Graduate University.
