Anthony (Tony) G. Wilhelm, Ph.D.

Dr. Wilhelm joined NOAA in February 2016 as the first Chief Performance and Risk Officer and the director of the office responsible for developing decision tools for leadership to improve performance, address enterprise risk and demonstrate NOAA’s value to society through robust social science analyses.  

Tony comes from the tech sector where he most recently worked successfully with AFFINITI’s Board and executive leadership to do strategic planning and risk analysis in the highly competitive cloud application services space.

Tony has considerable executive experience in government, having served as Chief of Staff of the Commerce Department’s National Telecommunications and Information Administration where he spearheaded performance management, risk analysis and strategic planning and ran its successful Recovery Act broadband grant programs.  Dr. Wilhelm served as Associate Administrator in NTIA’s Office of Telecommunications and Information Applications.

Dr. Wilhelm has served as an executive in private philanthropy and led pioneering program evaluations at a California “think tank” on the social and economic impact of educational technology. 

He earned his Ph.D. in public policy from the Claremont Graduate University’s School for Politics and Economics in Claremont, California and his M.A. in Government from the University of Virginia.
