Do NOAA programs require cost sharing?

  • Some programs may require cost sharing. This means the portion of project costs included in the official budget and narrative must be paid for by non-federal funds. This term includes “matching,” which refers to required levels of cost share that must be provided. If cost share is required, the applicant must contribute some of their own resources—such as money, staff time, or equipment—to demonstrate their investment in the proposed project. The applicant may also include contributions from others that are included in the budget. These non-federal sources may include subrecipient costs or third party in-kind contributions, including volunteered staff time or donated equipment, per 2 CFR 200.306.
  • If cost sharing is required, it will be identified in the NOFO. For example, if a NOAA program requires a 20% cost share and the total project budget is $100,000, the applicant is responsible for providing $20,000 of non-federal match or in-kind support. You cannot use a federal grant from one agency as cost share for another. For example, this $20,000 can not be funds received from another federal agency. Certain programs may waive the cost-sharing requirements, which will be noted in the NOFO. You can reach out to the competition manager for more information.
